On October 26, President Kennedy finally agreed and, in a speech, aired on Radio Moscow, Khrushchev announces the dismantling of Soviet missiles in Cuba, and the crisis was officially over. On November 21, Kennedy ends the quarantine. The Cuban Missile Crisis was at the height of the Cold War and through many communications and miscommunications between the United States and Soviet Union, all-out nuclear war was prevented. The outcome strengthened the communications between the two nations. Both leaders understood the possible outcomes and sought to reduce tensions between their nations. President Kennedy sent US diplomats to Moscow to continue talks with the Soviet Union on limits for nuclear testing, and on July 25, 1963, the two nations agreed to ban certain testing after days of negotiations.
